Can I use a Commercial handset to work with TEMS Investigation.

Is there any firmware or utility with which I can make any handset to a test phone ...

yes you can do it,
you'll need flashing tool,firmware and software files for TEMS pocket for that specific phone.
RF calibration is another thing.
