reserved and unreserved cell

Anyone have any idea what is the reserved and unreserved cell means?
unreserved means customer can access the cells and reserved menas haven't serve customer?

Yes...reserved is where cell is barred from making any calls. If cell is unlocked and reserved, only a special sim would be able to place calls although it would process calls related to handovers.

Unreserved is unrestricted access to the public.
