You can use Mapinfo to create this kind of thematic.but for further analysis Actix also is perfect

from attached picture I would also check either jumper cable swap of 1th and 3rd sector OR wrong CI definition for those two sectors in TEMS config file (Cells.txt or something alse). it looks like typical cable swap for me.

frd,
use mapinfo with site see, and create thematic with result.
you also create best server thematic for your data on the same mapper.
That is all.

in actix there is video for Best Server explain how doit in Actix.
but he used file should have it to show Best Server.."Best_Scanned_Signal_and Channel_User_Dfined_Group.aqf"
