HW KPI : Soft Handover Factor based on Radio Link Number

Dear all,

This KPI (SHO_FACTOR_RL) is used to indicate the influence of soft handover exerted on NodeB CE and to evaluate the subscriber resource utilization.

HW recommend for this KPI ( vs < 40% )

So any expert can description more about this KPI, how to reduce this value, formula ...etc

Hi,
Actually this is a basic KPI in WCDMA all vendor have it.
One way to improve is by reducing overshoot and keep a good coverage overlap of 2-3 cell in the network.

This problem is coverage,

But i don't know why value is 40%.

And maybe can reduce the KPI by change any RAN parametters?
