For antennas which can be tuned with electrical tilt and mechanical tilt, its better to modify electrical tilt because its implementation is easy and less costly;it also known to have uniform magnetic properties as compared to mechanical tilt.

In my opinion, the answer is depending on the scenario and is case per case no straight-forward solution. Usualy in dense-urban areas like big cities where you have lot of sites optimization/radio planners preffered to use electrical tilts in order to avoid possible interference coming from the side lobs of the antenna beam however in some specific cases you may want to provide more coverage and quality in surrounding area of the antenna outside of the main and to use mechanical and electrical tilt in combination which is actually what everyone use at most. For rural areas mainly mechanical tilt.
