Recommended planning approach for BR10

the best results achievable when both ‘Modified PCU load balancing’ as well as ‘Enhancements of PCU capacity are in use”; the following steps should be done in order to improve PCU load situation:
review the relation between the number of PDCHs per cell and the actual PS traffic produced in the cell: the higher traffic is generated in the cell the more PDCH it shall have created (cells with considerable difference in PS traffic must not have the same amount of PDCH)
recognize cells with the highest PS traffic and assigned them manually to chosen PCUs (the remaining cells should not have any PCUs defined as they can be distributed automatically in such a way to balance load); prerequisite: in each cell the number of PDCH must reflect the actual PS traffic
if enough PCU will not have too many cells assigned manually then ‘Enhancements of PCU capacity’ feature will be able to easily find a good candidate for borrowing PDTs in order to counteract against short lasting traffic peaks within the area managed by the particular PCU

less desired effects related to ‘Enhancements of PCU capacity’ should be monitored

additional delay due to PDT borrowing (‘longer’ transmission path); the feature’s contribution to the total delay to be evaluated
TDPC/AP real time load shall increase when the feature is enabled, since it requires performing of additional tasks (e.g. ranking of ‘target’ PCUs)
