Just i want to know the Optimal C/I Values of Various HR and FR Codec Used.
My FR ACS are 12.2,10.2,7.4 & 5.15 ( Does the codec choice provide good overlapping margin)
My HR ACS are 7.4,6.7,5.9,5.15.

Does the threshold & Hysteresis differes for Hopping & non-Hopping Calls

You can make drive test for different C/I value to change the codecs but the trial which done by ETSI found that good value for C/I in order to have good MOS are FR set 13,9,6 dB and for HR set 13,16 and you can see the C/I value for HR is higher than FR because when ever the call in HR and bad radio condition it is better to be in lower code.

i suggest to include the most robust coding rate in your list (4.75 kbps)
also the attached document explain lot about AMR and the C/I suitable values
and the effect of hopping on AMR.
