Is there any tool to convert 2D map to 3D approximations for Radio planning purpose?

there are tools to convert 2d to 3d called Raster to Vector Gold 9.0 Convert scanned drawings and raster images to DXF, HPGL, WMF, and EMF vector ,unfortunately you can not use with tools prediction.
