I thinks you can download becos u reputation and credit point is low.
u need to increase your reputation and credit point b4 you can download file.

but the other question i can not answer becos i am facing the same problem now.
I think if anyone want to increase his or her rep. he has to share, the question is how do one share without having the ability to download.
