Hi!

I understand daily BSC busy hour as:
4 consecutive 15 minutes measurements giving maximum average.

When looking for voice, it is A interface busy hour. (or sum of all cells, or transcoders).
When looking at EDGE it is Gb load or sum of TS allocated to PS domain.
It could be paging, it could be CP load.

I monitor voice traffic (sum of all cells) and Gb traffic.

Once you have daily busy hours, you can get monthly etc.
Ignore peak ones: they might indicate some uniqe event, UTRAN failure, New year....
I use third value for monthly Busy Hour.

Aggregate the whole traffic for cells within 24hours for all and see which hour give your peak hour.

Do the following steps:

Get the Traffic of all cells in the BSC [hourly].
Sum the Traffic for each hour.
Get the time of the max Traffic.
This hour is the Busy hour.
If you understand above steps you can use Excel pivot or Access to do it faster.
